Given that many people hire gaming experts to earn badges even in games like Super Mario, I think you need a stronger answer on the question of cheating in badges. The assessment process can’t be considered rigourous unless there is a method in place to ensure that the person who gets the badge actually did the work.

You said you were interested in recognizing learning that occurs outside the formal education system. The Prior Learning Assessment movement has been doing this for decades, and is now in place worldwide (e.g. CAEL in the US , CAPLA in Canada , EUCEN and the Observal project in the EU , SAQA in South Africa, etc., etc). .
